Administrative Conference of the United States - The Ombudsman: A Primer for Federal Agencies - In June 1990 the Administrative Conference of the United States recommended that all government agencies that interact frequently with the public consider establishing an ombudsman service to deal with grievances from the public. The Conference suggested these agencies consider setting up agency-wide or program-specific ombudsmen not only to gain experience with the concept but also to improve service to the public in the process.
